Block paving job query - Bad job?

Have recently had block paving installed in garden , approx 60msq. We are very unhappy with job and want advice as to whether we are correct in what we are thinking. No edge stones have been used, just a bit of concrete around the outside. All the blocks on the edges are moving and I can literally just pull them out. I don’t think a sub base was installed, we had gravel in the garden and I think they have just put a membrane and then sand over the gravel. When sand layer was put down the next day it rained non stop all day, with sand left uncovered. Then next day when sand still saturated they layed the blocks. There seems to be very little kiln dried sand between blocks and they are pretty much all moving.

Some advice as to where to proceed from here please, we haven’t paid a penny yet.
