Services within capping layer - Services

Other groundworks tasks, such as roads and footpaths, terracing, fencing, foundations, walls and brickwork, tools and plant.

Very basic question but my background is not within services and after half an hour searching around online I can't find my answer!

My question is, can existing services be located within the capping layer of a new access?

Any info on this would be appreciated!

Services I E water, gas, leccie, b t etc can be placed in capping layer, if deep enough. All have a different depth. They should be laid in a straight line from house to connection.
