Hello I need some advice please.
My builder is using 20mm gravel for sub base (no compression) and plans to pour concrete over it before placing a bedding for porcelain tiles and block paving.
Is that sufficient sub base?

No damp proof membrane either!
And no disrespect to "builders", many of whom are fine tradespeople, but why are you using a generalist to lay a very demanding and particular form of paving? This really is a job for someone experienced in laying porcelain, a paving specialist - it's damned expensive stuff so you want it right first time, and what you describe is NOT right!
