Any advice would be appreciated..

I'm looking to renovate my workshop (made of concrete blocks) and have just started removing the existing roof.

I want to increase the height of the block work by 1 course but my question is whether I should remove the existing mortar on top of the current top course (where the wall plate is sat on) or whether it is ok to lay the new course on top of the existing mortar and if so shound I use any sealer (or other product) before laying the new course.. hope this makes sense..
