I am in the process of constructing a set of 6 steps using 200 x 100 kerb units and 65mm blocks . I have set the kerb units and the blocks for the treads onto concrete. Should I use sand for filling the joints of the kerb units or is this likely to wash out.

It'll wash out. You need to use a mortar.

When eventually I finish the steps and the patio I'll send you a photo - but at the rate I'm going it could be a while yet.
