Doubt it will be the slabs themselves, we've used those exact ones a couple of times with no issues.
I'd say its a case of slight gaps between the mortar bed and the slab. even if the bed has been laid out as a full bed, setting the bed too close to the slabs final position and not beating it down enough with a rubber mallet will cause this.
The framing is again a gap where they would have chased out the edges of the bed with a trowel to make sure mortar doesn't rise up between slabs while being tapped in with the mallet.
