Sand and cement? - Can you use cement on sand?

Patio flagstones (slabs), concrete flags, stone flags including yorkstone and imported flagstones.

I have a 25sq mtr area prepared for the laying of my patio slabs. It has a type 1 base plus a top surface of sharp sand.
I was going to lay my slabs (600x600) direct on to the sand but having done more research that doesn't look like a good idea, so"......
Can I lay a cement bed directly on to the sand to lay my slabs on or do I need to remove the sand completely before laying the cement?
Any help or suggestions would be much appreciated

the sand needs to be removed and mixed in a mixer with cement,then it is ready for laying the slabs/flags
