Cowboy patio - can i re-lay with slurry?

Patio flagstones (slabs), concrete flags, stone flags including yorkstone and imported flagstones.

I had a sandstone patio laid in an incredibly bad way and had to pay for the privilege. Slabs butted up and slabs lifting / rocking.

I am easily able to remove the slabs, it seems like the mortar itself is solid bar a few hollows, it just hasn't taken to the slabs due to them not being wetted during the extreme heat.

I noticed a slurry mix can be used to relay a rocking slab, but can i use it to lay the whole thing again? Reason I am asking is I can't go any higher with the mortar or I'm above dpc - only other option is to dig it all up.

Highly unlikely to work - too much to go wrong.....

.....best option is rip it up and start again, and look into sueing the cowboys.
