Why can't you get asphalt with chips as a road surface?

I am curious to know, I don't fully understand why?

Do you mean white, or other coloured chips? If you do the usual is to lay tarmac, roll it and scatter coloured chips onto it and roll them in :;):

I am a bit of a newbie when it comes to laying asphalt.

This might sound stupid but is asphalt the same as Tarmac ( bitumen)?

I just remember my manager saying you can't lay asphalt and chips but you can put chips in the surface ... is this tar and chips on the surface?
