Edge course flush to council path edge

Hello I'm planning on doing a brick edge course for my front drive (it's now a lawn) but would like to know how I go about getting my edge course flush with the council path edge.I've done no digging to actually see yet but I'm guessing it's going to be a giant strip on concrete.Would I need to cut the concrete flush ? Any advice would be a help.

once you dig down if the concrete is too high Break the concrete or if the haunhing is just on the bottom edge of the block chamfer the blocks
