Edging blocks - New patio

Patio flagstones (slabs), concrete flags, stone flags including yorkstone and imported flagstones.

Need help and advise please. Just had a patio and paths done and the landscaper has used black edging blocks around the edges,and the slabs are set below them.Should these edging blocks be below the dpc? They are butted together and upto the house walls with no mortar behind them,hope this makes sense !
