Why not sett it ? 100-150mm mot, 75-100mm concrete bed with 50mm stone setts is 20tonne rated. 100mm setts to make it bombproof.

Have decided on going for the drive line metro with a 150mm mot sub base and 200mm reinforced concrete capping
