Muddy garden

I have a very clayey garden, that we tried to turf but the grass all died as it is constantly covered in water. I want to pave it all now, but how do I get rid of the water first? do I need to?
I can put a fall when paving to drain the water away afterwards.
So far I have skimmed the turf and some of the topsoil (clay) off but if I put hardcore down now it will just sink into the mud. At present the garden is a big mud bath.
It has been suggested to me that there is a liner I can lay that will let the water come through but not the mud, I then lay the hardcore onto that, if this is correct, what is the liner called and where can I get it?

I have talked to them in the past and they have always been helpful. If you let them know what your problem is they can probably suggest a suitable geotextile.
