Advice needed on new patio - Spot bedded?

Unfortunately all we received paperwork wise was a word document emailed to us detailing what he proposed to do regarding materials and laying a compacted base so I don't think a full bed was specifically mentioned on the quote although I questioned it verbally before work began so that he could explain his method of work. So we've been led to believe that he lays a full bed all the way to him lifting one, which proves otherwise. I challenged his method in writing to say that we proceeded based on a full bed and he replied saying that he laid our patio this way.

Did the contractor lift that slab in the picture above and allow you to take a photo?
either way, its not a full bed, and its also quite deep.
perhaps he got the levels wrong, realised he was using too much muck and spot bedded to save money.
be interested if the whole patio is laid like that!

There wasn't much choice I just took the photo as evidence. The original plan was for him to lift the hollow flag for me to decide on whether I wanted everything relaying, depending on what was underneath. There is definitely a fall from the house but I noticed a cross fall from left to right which was highlighted with a perfectly level picket fence. Judging by the staining all over the patio and comparing what's underneath this flag, I'd say it's all the same.
