What's causing these spots

Patio flagstones (slabs), concrete flags, stone flags including yorkstone and imported flagstones.

sorry that sent before I knew what I was doing!
I had this patio installed this week. most of the flags have this spotting all over them. I don't know if it was caused by residue on the loose sand that was left all over it, or from badly applied sealant.
He is coming back tomorrow at my request to have a look so I'd like to be armed with information.
Many thanks for any advice. It all looks like it needs a good scrub and to be re-sealed.

Marks are probably from cleaning off snots. Looks like he hasn't cleaned the stains before sealing. No way should be be sealing in this weather, paving needs to be bone dry
So should be done in the summer months. He should clean the sealant off and clean the flags and leave it at that.
