Top step linear drain - Does top step at dpc level require drain

I am planning to renovate the steps outside the living room French doors, 2 steps, each 150mm rise down to patio. Was considering top step at dpc level, same as inside floor level. Top step would be 2700 long (200mm longer than doors) x 600 front to back. Lower step would be 450 bigger all round. Would it be advisable/required to install linear drain in front of cill or would it be sufficient to allow the step to drain naturally to the lower one?
