I have looked at the web site several times and noted that bending the rules can only be done with the property owners consent where can i find this is it in building regulations not sure where to find this. ?????
Also If I was to build a patio near an outside wall with a damp proof course is there another place that i can check the withe of the base channel ??

As Tony says it is a reguirement under the building regs'. The only allowance is at the threshold for steps, or ramps. The outside width ( i assume that's what you meant with withe ) for the base is not a requirement but as the boss says: it's a work around.
Looking at the regs' is time consuming and at least a 4 pinter
:;): You can take it as a given that if the boss states it then it is best practice, you don't need anything else really. If you needing a work around then folliw Tony's guidance.
