Hi
I am laying calibrated limestone paving. I am using grit sand mixed 10:1. I have not added too much water to keep it fairly dry. However it seems a little too stiff and hard to tamp down to level. I have read about adding some building sand to the mix to make it softer or should I add simply add more water?

10 to 1 is too weak for me and if your using a dry mix then you will need to use a cement slurry on the back of the flag for it to adhere to the bed.
A dry mix will always be hard to tamp down. The trick is to put in just the right amount of bedding before you tamp to the correct level.

you are going to have problems there james
mix design is all wrong
needs to be stronger and wetter with a bond bridge or an SBR mix
