Impermeable sett paving above cave rooms

Setts and cobbles, tarmac, asphalt, resin systems, concrete whether it's plain, patterned or stencilled, gravels, etc.

Hi, we've some special problems concerning sett paving in our region.
I write you from Cappadocia, Turkey, a region where exist many tufa rocks. The region consists of many carved tufa cave rooms, which are underneath the roads. To protect these rooms from humidity the roads have to be impermeable. We tried concrete for bedding and jointing, but
the concrete reacts with the tufa and some salts are created. So we are looking for another method of impermeable sett paving. We don't prefer bitumen for jointing, because it is too much work for the big area and the workers are not used to this method. Are geotextiles suitable for this work on slopy roads to protect the cave rooms from water? Or is there a simple clay mixture for jointing to store the water and not let it in to the bedding and sub-base? Can you recommend a cheap method? Thank you a lot.

Thank you for answering. Hmm we dont have instarmac in Turkey. We would it mix by ourselves with cement and grindy sand. You prefer this for jointing? Can we use sand for bedding in this case, or would it cause any problems? We dont want to use concrete for bedding because it causes some chemical reaction with the cave material.
