a few month back i had a concrete base laid in ym garden for a garage that will be delivered next month. Today when I was in my garden i noticed a greenish colour on some of like the colour you get on slabs which have been laid after a while. It's not furry or anything but just a green tinge to it.

Should i just brush over it with soapy water to clear it off and is there anything i can put on top of base to seal it?

Get some cheap bleach from Aldi, Netto or Lidl, or one of those bloody pound shops that spring up overnight. Let it down one-to-one with clean water and swill it over the algaefied slab - the bleach will kill the vegetation in 24 hours and leave you with a reasonably clean slab for your garage.
